Role Description

The North Pacific Research Board (NPRB) is pleased to announce an opportunity for a qualified and motivated individual to join our team as a Finance Officer . This key position will play a vital role in managing NPRB’s financial operations, supporting the organization’s mission to improve understanding of the marine ecosystems of the North Pacific. We are seeking a detail-oriented professional with strong analytical skills, a commitment to accountability, and a passion for supporting science-driven research and stewardship.

Alaska-based role leading NPRB’s financial operations and compliance. Responsible for managing accounting systems, grants and subawards, accounts payable/receivable, audits, budgets, and financial reporting while working under the directions of the Executive Director along with a small support team and an external accounting firm. NPRB is an at-will employer.

Location and Work Arrangement

Alaska-based in Anchorage office. Remote work is negotiable within Alaska, with some regularly scheduled in-office days. This position is a .75 full time equivalent (FTE).

Key Responsibilities

  • Develop, operate and maintain all financial operations including NPRB accounting systems (QuickBooks Online, Bill.com, Stripe), accounting policies and procedures, and internal controls to ensure compliance with Generally Accepted Accounting Principles (GAAP), Federal Office of Management and Budget (OMB) circulars, Federal General Accountability Office (GAO) directives, and federal grant terms and conditions.
  • Establish and monitor cost and fund controls in compliance with grant requirements; advise Executive Director on routine operational funding needs and potential overspending.
  • Prepare and submit required NOAA grant forms and reports (Budget Applications, SF424, Semi-annual Progress and Final Reports, SF425 Cash Reports, No Cost Extensions, FFATA reporting).
  • Support operational budget tracking, create/develop 5-year financial projections.
  • Manage cash flow, ensuring sufficient funds are transferred to cover expenses and activities.
  • Prepare monthly financial statements, reconciliations, grant cash and progress reports, and budget vs. actual summaries.
  • Responsible for accounts payable (vendor/subaward payments) and accounts receivable (sublease and event income), payroll and banking functions
  • Prepare subawards, contracts, and memorandums of understanding (MOUs) and responsible for subrecipient monitoring to ensure compliance with Title 2 CFR 200
  • Coordinate with external accounting firm on bank reconciliations, quarterly reports, and year-end statements.
  • Lead the annual audit preparation and Single Audit coordination, compile audit and compliance documentation.
  • Responsible for developing an annual indirect cost allocation plan in accordance with Title 2 CFR 200.
  • Manage fixed asset and depreciation schedule, acquisition and disposal records.
  • Stay current on Federal rules, U.S. Department of Labor laws, and grant/financial management relevant to NPRB operations.
  • Provide occasional HR/employee services support and respond to finance-related inquiries from Board, partners, and grantees.
  • Responsible for entity reporting obligations.
  • Perform other duties assigned by the Executive Director.

Minimum Qualifications

  • Education: Bachelor’s degree or equivalent experience (year-for-year substitution allowed).
  • Experience: Minimum 3 years managing organizational finance and accounting functions.
  • Certifications: CPA preferred, not required.

Preferred Qualifications

  • Federal grant compliance experience, familiarity with 2 CFR 200.
  • Experience preparing for Single Audits.
  • Proficiency with QuickBooks/QB Online, Bill.com, Stripe, Excel, and MS Office Suite.

  • Strong general accounting and financial reporting skills.
  • Attention to detail and discretion with confidential matters.
  • Clear, professional communication with diverse stakeholders.
  • Ability to plan, prioritize, and work independently in a small-team environment.
  • Proficient with Microsoft Word, Excel, Outlook, PowerPoint, SharePoint, Teams, and Adobe Acrobat; experience with Trello or similar tools helpful.

Physical Requirements and Travel

  • Occasional evenings/weekends may be required.
  • Limited irregular travel, primarily within Alaska.
  • Opportunities for additional training and professional development.

Salary and Benefits

  • Pay range: $75,000-$85,000, DOE based on .75 FTE
  • A competitive benefits package is available based on a minimum of 30 hours/week.
