HOURS/DAYS: 40 hours per week
/ Monday thru Thursday with the ability to work after hours if needed

SUMMARY Under general supervision of the Public Health Emergency Preparedness (PHEP) Program Manager, this position is responsible for managing the Strategic National Stockpile (SNS) program including educating and training volunteers for mass immunization center operations, mass dispensing operations and other public health preparedness responses. Responsibilities include coordinating with federal, state, and local officials to develop and integrate the local SNS plan with regional and state plans, working with local governmental entities and other communities to plan and implement regularly scheduled exercises related to SNS preparedness and serving as a liaison with federal, state, and local agencies in matters concerning the deployment of the SNS.
ESSENTIAL RESPONSIBILITIES - Ensures all citizens in the Panhandle region of Texas have access to SNS assets, should the SNS be deployed.
- Develops and maintains both PHEP response staff and volunteer staff policies and procedures for use in emergency responses and other events.
- Writes policies and procedures for storage of large quantities of Smallpox vaccine or other applicable pharmaceuticals and medical supplies.
- Coordinates with the PHEP Program Manager to ensure the volunteer workforce is educated and trained on the various aspects and procedures of the SNS program.
- Participates in training, exercises, and drills to include pre and post planning reports.
- Provides all required documentation and funding requests to the Amarillo Public Health Department for grant management.
- Coordinates all plans and procedures regarding their responsibilities in the SNS activities with City and County Departments.
- Ensures SNS plans are consistent with local MMRS and emergency plans.
- Serves as the local CHEMPACK point of contact and coordinates all CHEMPACK activities.
- Plans for, coordinates, and manages all local medical equipment and pharmaceutical stockpiles.
- Develops plans for crisis and emergency risk communication for use in public health emergencies.
- Maintains relationships with local, regional, and state emergency preparedness agencies.
- Participates in public health preparedness responses.
- Serves as CPR instructor for department.
- Performs other job-related duties as assigned.
M I NIMUM REQUIREMENTS This position requires a bachelor's degree in a related field. ICS/NIMS Command level training, which must be obtained within one year of employment, required. Valid Texas Driver's License and reliable transportation with proof of current vehicle insurance, required.
KNOWLEDGE, SKILLS, AND ABILITIES - Knowledge of the Public Health ten essential functions.
- Knowledge of the HIPAA Privacy Act.
- Knowledge of the design and presentation of training programs.
- Strong verbal and written communication skill.
- Skills to use a computer with Microsoft Office for data entry, word processing and accounting purposes.

- Ability to work with a culturally diverse population.
- Ability to handle confidential information in an appropriate manner.
- Ability to travel out of town for trainings and seminars.
- Ability to work an after-hours schedule as required.
- Ability to drive to off-site locations including patient homes and meetings within Potter and Randall counties.
- Ability to quickly change focus and priorities to address competing priorities, as necessary.
- Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
