Description Summary: Under the direct supervision of the Business Services Director, the Program Specialist/Community Service Generalist has knowledge of agency programs and eligibility criteria for the programs to assist in ensuring appropriate service delivery prior to individuals being admitted for services in the Community Services Division, this includes Behavioral Health, Children and Families and Public Health. The Program Specialist/Community Services Generalist also assures all necessary documentation is received and signed in accordance with program standards.
Duties/Responsibilities Essential Duties: These duties represent the typical duties and responsibilities assigned to this position but may not be inclusive of all tasks performed.
- Performs intake functions, including, but not limited to, eligibility documents, consumer instruction, assessment/screening of data to determine eligibility, account set-up, and prior authorizations if needed.
- Reviews benefit information and assists with the application process and appeal process for obtaining benefits.
- Responsible for knowledge of agency programs to answer general program questions, ascertain the appropriate contact within the agency or refer to an outside source in an efficient manner.
- Provide follow-up as needed and/or requested with direct and/or written communication and/or in collaboration with Supervisor, makes referrals to other agency programs and/or community services.
- Provide necessary administrative support to the program manager, including data entry and maintenance of program files.
- Could perform anthropometric, Hemoglobin and blood lead testing per WIC and Lead Program Policies and Procedures or other program specific tasks.
- Will perform drug testing per the different program requirements including oral, urine and hair follicle testing.
- Assists with consumer and vendor communication, surveys and reports as assigned.
- Provide coverage at the CSD Main Desk.
- Maintains strict patient confidentiality in all aspects of client communications per program confidentiality policies and HIPPA requirements.
Marginal Duties and Responsibilities: - Provides needed support in absence of other team members within the Business Services Department.
- Participate as a team member of the department staff to improve office efficiency and cooperatively solve problems.
- Maintain a professional relationship with staff, peers, and upper management
- Attend training and staff development activities as needed.
- Performs any and all other duties as assigned by the supervisor.

Education/Experience: - Associate level degree in human services administrative assistant, business, communicator health related field or an equivalent combination of training and/or experience.
- Prefer experience in a Health and Human Services

Minimum Skills Assessment Requirements: Must be capable of operating a personal computer using standard word processing, spreadsheet, and e-mail software. General internet knowledge as it relates to web-based programs. Individual must be able to demonstrate aptitude and skills in the following categories (as measured through standardized computerized testing): Keyboarding, 10 key numeric, and Data Entry, Customer Service(audible), Basic Microsoft Office, Alphabetic Filing.
Certificates/Licenses/Registrations: Possession of a current valid Driver's License or has access to a regular source of transportation.

The m ajority of work is performed client homes and various community locations, and occassionally completed in office at the Government Center.
